Summary

We present the definition of nuclear security as a guarantee of the absence or exclusion of the possibility of criticality. It is shown that the source of nuclear danger in the object "Ukrytiya" (UO) is the cluster of fuel-containing materials with the opportunity of critically overmoistened composition. The preservation guarantee of subcriticality during dehydration by UO systems is not ensured. We propose priority measures to minimize the risks of self-sustained chain reaction in the dangerous nuclear cluster during the loss of water in the conditions of the New Safe Confinement.
