Summary

The status of the implementation of the third stage of the Shelter object transformation into an ecologically safe system strategy, problems and challenges arising in the way of its implementation are considered, integrated and differentiated versions are presented in the way of the implementation of the stage, and the proposed versions are expressed. There are three fundamentally different options of Phase 3 Strategy: concreting; partial extraction of fuel-containing materials (FCM); complete extraction of FCM. For the option of concreting it is necessary to conduct research to determine the filler and the behavior of FCM in aggregate conditions, taking into account the areas of location of FCM (see Fig. 2). It is necessary to determine the placeholders that are available in Ukraine in sufficient quantities. For the partial extraction option, it is necessary to determine which of the existing clusters (selected areas for the location of the FCM – see Fig. 2) are dangerous and technically retrievable, and also subject to unequivocal extraction. For the complete extraction option, it is necessary to carry out scientific and technical work to determine the conditions of access to the clusters and the feasibility of access depending on the areas of location of the FCM (see Fig. 2). Implementation of stage 3 of the Strategy is possible in two ways: integrated - consistent decision making for an integrated approach to achieve the final goal of completing stage 3 of the Strategy or differentiated - making decisions on individual areas of FCM and achieving results on specific individual goals in the implementation of stage 3 of the Strategy.
